Oakland has appointed its first female police chief after the city’s department became embroiled in a sex-abuse scandal featuring an 17-year-old prostitute.
Anne Kirkpatrick from Memphis, Tennessee has been headhunted by Oakland Mayor Libby Schaaf to clean up the troubled department.
