Clifton Gains First Female Police Sergeant

CLIFTON — Clifton’s Police Department gained its first ever female sergeant with the promotion of Police detective Wendy Juba on Tuesday.

In the “most anticipated promotion ceremony,” Police Chief John Link welcomed two new sergeants to the department with the promotion of Juba and detective Joseph Hillyer. Link was referring to litigation on the state and federal level that delayed all New Jersey police sergeant promotions.

Both detectives had “very high scores” on their Civil Service exams, Link said of Juba and Hillyer, unfortunately they had to wait to be promoted due to the litigation issue surrounding the fairness of the exam to minorities. The issue was resolved last week with an agreement between the U.S. Department of Justice and the New Jersey Civil Service Commission to ensure the procedure is based on merit but does not unnecessarily exclude qualified minority candidates.
