ROCKFORD — A cop with 17 years on the force has worked her way through the ranks to become the Rockford Police Department’s first black female commander.

Carla Redd, known as a straight-talker with a big smile and commitment to the tenets of community-oriented policing, will be formally promoted to lieutenant in a ceremony Tuesday at Rockford University.

She earned her promotion through a highly competitive Board of Fire and Police Commissioners testing process. She worked her way from patrol to community services to investigations to sergeant supervising community services. – READ MORE
